So I had my brother pay for the PCNs, however the payment failed 3 times as he was changing banks and using wrong cards etc.

I am new so please bare with me.
PCN: WE53134888
VRN: X16GGG
Time: 0:08
Location: Marshall Street (G1)
Nature:622- Parked with one or more wheels on or over a footpath.
Received a PCN from Westminster on 1st January for the above reason.
Was parked on a dead end road with cars behind me also parked on the kerb, for them to get back on road and past me, I would've had to park on the kerb too as it was a very narrow road, stepped out the car for 4 minutes and got the ticket. After a few failed payments (change of banks etc) the PCN was then increased and increased in price.
I sent many emails to Westminster asking to pay online or on telephone as I work abroad and cannot pay via post/in person.
When calling it says 'this is already paid' and online there is no option
I actually didn't make a representation, the message was a repeat of my email as I was not getting any replies for months.
I finally got one and they said your fine is reduced from 195 to 130 again and you can pay online or phone... Same problem again I could not.
It's now been escalated to tribunal services who asked me to fill in a TE9 form. Which I did, now they ask for a out of time TE7 form.
My problem is I can only pay online or on phone and I have emailed saying this at least 6 times to no avail.
What are my options, how can I resolve this? As the fine is now £205, from £65 which is just crazy given the circumstances. I was with my pregnant girlfriend who couldn't stay in the car to avoid the fine and was feeling sickly so we got her some food and air.
