Hi all,

NoR has been received, as expected. They've re-offered the discount.

Do I have any other grounds for appeal?

You could try Mr Mustard - mrmustard@zoho.com - to see if he has anything on this.

The last adjudication I can see was refused on there being three no right signs and road markings but you are looking for something else to do with the PCN.
He's cycling at the moment having a break from this mad parking world. The PCN has been fixed for several months due to our 6 cases or so being won.

Suggested draft based on this: The person driving insists that the signs, in the dead of the night, were not lit, and were not easily visible.

Dear Haringey

I request cancellation of this PCN because the signage is not fit for purpose as it was not illuminated on the said day/night of the alleged contravention.

Please cancel

Registered keeper.

I would also produce a written and signed statement by the driver which can be added as a file.

I don't think there are any Magic Bullets for this one; best to submit whatever you think is necessary. The fact there are three signs there, two illuminated, is against you.

I think Highgate High St is in Haringey, and South Grove is in Camden.

This is a well-known location looked at by I think Mr Mustard and others - I think it may be watertight now in wording and signage, but one point I recall is it's on the boundary between Haringey and Camden and maybe Haringey doesn't have jurisdiction.

There may be an issue with the camera certification, but wait for others as I'm not an expert on this aspect. As for the signs, GSV dated July 2022 shows three of them, with two illuminated, plus a sign underneath saying "No right turn into South Grover" and the street is lit (at least there are lampposts !), so I think you'll struggle with "I didn't see the signs".

The previously known PCN defect appears to have been fixed.

Are there any grounds for appeal (other than trying to argue that the signs couldn't be seen?)
