PCN looks OK.  I suggest she submits representations on the basis of what you have told us; they may give way. Post up their reply when you get it.

Hello everyone.

Other half recently parked in a disabled bay and recieved a pcn. She is a nurse at a GP Surgery, was driving around for 15 mins plus and couldnt find a space, eventually she was called by her work as patients were waiting.. so she parked in a disabled space, came back to try to move elsewhere at 10am to find the pcn.

Obviously she was in the wrong! and was going to write in and explain the situation to see if they would cancel it. (v doubtful!)

Anyway, does anyone know if everything is legit on the PCN? Any reasons to get it cancelled?

Any help as always appreciated. Thanks.
