Repost the PCN with no deletions.

Some councils cancel for a first time mistake with VRM provided payment was made. It helps that the PCN is for not paying for parking. Newham though is not one of the nice councils, usually.

Not having luck with PCNs lately, just bought a new car and paid for parking using ringgo app on council street parking. Unfortunately it being a new car I did not realise I was just paying for my old car. Have the evidence of paying via ringgo just not the right vehicle.

Can anything be done?
