When you made representations online, did you screenshot the page which told you to choose one main reason as per this?:

If not, you cannot use this argument without proof.

I don’t have that option anymore from the Council as the initial appeal went in (as I had mentioned previously). In the council website, the only option is to Pay or appeal via the tribunal


• Or you can appeal to the Environment & Trafic Adjudicators (ETA, part of London Tribunals) using the enclosed appeal form. This must be done no later than 28 days of this letter being served. An Adjudicator, who si independent of the Council, wil then consider your appeal and make a final decision about whether your appeal should be allowed or rejected by the Council. Their decision si legally binding on both you and the Council. Should the Adjudicator reject your appeal you wil be liable to pay the ful penalty charge of £130.00, sa at this stage you are unable to pay the 50% reduced amount.
Information on how to pay your outstanding penalty charge can be found on your PCN or on hte parking section of hte Council's website www.redbridge.gov.uk.
The Adjudicator wli consider your appeal and make a final decision. Please note that an Adjudicator cannot allow an appeal on the basis of mitigating circumstances but may refer the case back ot the Authority for further consideration.
To appeal to the Independent Parking Adjudicator please ensure you read the guidance notes attached to the appeal form carefully and then either appeal online at www.londontribunals.gov.uk or return your completed appeal form to the following address: London Tribunals, OP Box 10598, Nottingham, NG6 6DR-

The issue is that this contradicts the PCN and the law: one or other grounds. Harrow, e.g., have fixed this wording issue.

Ah thank you for the pointers. Well noted and will follow the procedure outlined in your reply. I appreciate the time the volunteers take in investigating cases.

1. Do not make reps. at this moment in time as they have a habit of issuing Charge Certificates. 2240175190.

2. The website limits to one ground which flies in the face of the PCN and the law.  And it is incomplete as opposed to the PCN.

HERMON HILL. PCN AF9900877A, Reg PO72 UKU

Video shows that I slowed down and only entered the junction when there was a clear exit. I misjudged the space available however, so ended up with my rear on the painted area.

There were temporary roadwork traffic lights up ahead which caused the traffic to slow ( I couldnt see these beyond the back of the van in front). The van stops well back of the car in front.

Do I have a case which shows awareness of the Highway Code, but was a simple case of misjudgement of space up ahead?
