A quick update: the representation has been accepted and TFL cancelled the PCN! Thanks so much for the precious advice!

Re PCN <number> dated <dd/mm/yyyy> for the London ULEZ scheme.

I am writing to request that the representations I am submitting are accepted and considered by Transport for London, despite their late submission.  The reason for this late submission is that I was called abroad for several weeks very shortly after the alleged contravention date. I therefore did not receive the PCN until after I returned and this was unfortunately after the period allowed on the PCN to respond to it.  I enclose copies of my travel documents to support this. In addition, due to this absence abroad, I was also unable to consider whether to make payment of the PCN at the discounted rate.

(insert your narrative here regarding accidentally paying for your van rather then your car, something on the lines of "On the day in question I ......">

In view of the circumstances as outlined above, I would respectfully ask that you cancel the PCN.  I ask this because full payment was made for a non-compliant vehicle on the day in question, albeit mistakenly for the wrong vehicle registration number. Therefore Transport for London received full payment on the day, there being no attempt to avoid the ULEZ payment

Whilst Transport for London is not obliged to accept a late submission of representations, they may do so, so ! suggest you send some reps in asap. Ideally, you want them to accept the £90 discount amount, so emphasise your absence abroad when the PCN arrived. Provide as much proof as you can of the trip, (copies flight documents etc).

I would also suggest contacting TfL by phone to explain what has happened.  OK you may get the Bum's Rush but its worth a try.

I’m reaching out because I’m in a difficult situation and urgently need your advice!

I received a Penalty Charge Notice (PCN) from Transport for London (TfL) for not paying the ULEZ charge on 11th July 2024. The problem is, I did pay the charge for 11th July 2024, but I mistakenly paid it for the wrong vehicle: my car (WP14 XUD) instead of my van (BL08 LLZ), which was the vehicle I was actually using in the ULEZ zone.

To make things worst, I have been abroad since end July, and only today my neighbour sent me a picture of the PCN, but due to being out of the country, I just missed the deadline to appeal before paying £270.

I’m really worried about how I should proceed. I can of course write a letter to TfL, explaining the situation and requesting a cancellation or reduction of the penalty as it is a genuine mistake, but since the deadline has passed, I’m not sure what my options are.

Could you please offer me some advice on how to approach this? I want to make sure I handle it in the best possible way, and I’d really appreciate your guidance.
