Plan A here should be to talk to PALS at the hospital, explain the situation and ask them to tell their agent to cancel.

It is always worth challenging these speculative invoices from unregulated private parking companies.
Please follow the advice in this thread and show us the PCN leaving all dates and time unredacted.

If there was a publicised outage of payment systems, you should collate some of it for use as evidence of the inability to pay at the time.

Upon leaving the car park, the driver went to pay at the machine. The machine was not accepting card payments only cash. This was on 22nd July when there was a global outage of card payment devices. The driver did not have any cash to pay for the parking. So the driver had no choice but to leave without paying. For some context, the driver had been regularly visiting a relative at the hospital of the course of approximately 5 weeks and had always successfully paid for their parking. On 10th August 2024, I, the registered keeper, received a PCN through the post. Please note the letter is dated 3rd August 2024.
I am asking for advice on if the parking invoice should just be paid or if it would be worth challenging?
Many thanks in advance.
