Please post up both sides of the PCN and all pages of the rejection notice. And also the text of your informal representation to the Council challenging the PCN.
Just redact or obscure your name & address, where present. Leave everything else present, especially all dates, times, locations and any other Council info visible.
My initial understanding of a white disabled bay is that it is a permit only bay dedicated to one disabled permit holder. But let's see.
Do you have and did you display a Blue Badge?

Hi folks,
Got a parking ticket for parking in a white disabled bay back in June, the bay was put in for someone who died a couple of years ago so everyone now uses it. I did a bit of research and everywhere I looked showed white disabled bays are advisory, i.e. not enforceable.
I appealed the ticket but they haven't accepted the appeal.
On received the rejection of appeal I found this on Enfield council's website
"Disabled parking restrictions
You can report a vehicle that is parked illegally in a disabled parking space with white markings. A Blue Badge must always be displayed in the vehicle.
A Blue Badge holder can also park in any residential disabled parking space.
Anyone can park in a yellow disabled parking space."
Is this correct, yellow for advisory and white for mandatory spaces but apparently only in Enfield?
