Just to update members, the OP told me they had no joy with last resort so paid the discounted amount but thanked members for their contribution.

Thank you for your feedback.

@spurs77 the traffic order is The Redbridge (Waiting, Loading, Stopping and Street Parking Places) Consolidation Order 2021 (https://drive.google.com/file/d/1uKVE_b9OznVtWolRI3t7qN7Cblx-AE1M/view) as amended by The Redbridge (Waiting, Loading, Stopping and Street Parking Places) Consolidation Order 2021 (Amendment No. 8) Order 2023 (https://store.traffweb.app/redbridge/documents/parkmap/sched/Draft%20Consolidation%20Order%20v4%20-%20Batch%201%20-%20ML%20signed%20-%2020-12-23.pdf)

The map tile is tile Z14 here: https://store.traffweb.app/redbridge/documents/parkmap/msched/Z14_rv2_1.pdf

The bottom line is that the road name is irrelevant when making payment, the signs give you a location code and that is what should be used. The council can rightly claim that you failed to follow the instructions, so you're not in the strongest of positions.

You might want to read up on the strategy of last resort (https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/city-of-edinburgh-02-parked-in-a-restricted-street-lochrin-buildings-gilmour-pla/msg7413/#msg7413) and have a think about whether you have any suitable mitigation that could be advanced.

Where I specifically parked was at a junction of three roads joining and my specific space even looks like it goes over different roads.

That's because it does, as observed by mickR.

Can't wait to see the traffic order, which of course would be laid out by reference to roads. You are in two roads i.e. the bay markings to the rear of your car and those ahead are in different streets. I've never seen such a ****-eyed layout.

Thank you for the feedback.

Anything else I should consider before I appeal to the council?

I would suggest the first thing I would read on the wrapper around the machine is "This machine is not in use" which would direct you to the App (as required by Redbridge) which according to the OPs screen shot, gave the location as King's Avenue.

The moral of this tale is never to be in a rush when parking anywhere in London !

It is a puzzle that the OP didn't see the RingGo bay number on the ticket machine that was right next to his parked car. If it gets to adjudication, this may well have to be explained.

even more confusing... the street sign visible at the start of the video shows the side road as Broadway Gardens but Google Maps says its Monkhams Avenue?

The CEOs pic of the sign is in Monkhams Avenue not The Broadway.

in addition, I would just wait to see if anyone spots an issue with the wording on the ticket.

As for location, the main road (ignore the side road) changes from King's Avenue to the Broadway at that junction. there is only one sign which says kings avenue but none saying The Broadway. If you don't know the area there is nothing to tell you The Broadway exists. Also the bay is continuous from The Broadway into Broadway Gardens which makes it look even more confusing.

Hi @Incandescent,

Thank you for your response.

Would you suggest I send the screenshot of the app showing Kings Avenue as the closest location or any other evidence or just the payment receipt?

Yes, you are correct. I didn't notice the machine in a rush and just looked at the street sign and the RingGo app notice which was just north of my car. That sign appeared to be on a different road, so I crossed the road to the Kings Avenue one and the app told me that I was on that road too.

Cheers,

Reading your narrative, it seems that instead of looking for a sign for the bay where you parked, with the PbP location number on it, you just used a map or list on Ringo to select and pay, correct ?  One of your photos shows a ticket machine with the correct number on it. There should also be a sign, but GSV coverage is poor for The Broadway, and one can't see most of it on GSV.

I use PayByPhone a lot up here in Nantwich, but the first time I used it, (in one of the car parks), the app found the right code and car park, but I went to the car park conditions board to check the name was right. Now, of course, I don't bother to go to the car park board, because I know the name now.

I suggest you submit informal reps on the following lines: -

Dear Sirs

Re PCN <PCN Number> dated <dd/mm/yyyy> served at The Broadway at 15.55

On the <date> I visited Woodford. I am totally unfamiliar with this area of London, and on arriving at the location, parked in a bay on the main street, and used the Ringo app on my mobile phone to make payment (see receipt attached). This was the location selected by the app as closest to where I was parked. It seems, however, that I parked on The Broadway which is adjacent. It is therefore clear that payment to park was made, but unfortunately for the wrong, (but adjacent) location.  Your council did not therefore lose any money. I therefore humbly request that in the circumstances I have described, that you cancel the PCN as full payment was made and received by yourselves.

Yours faithfully

Hi there.
New to the forum so thank you for providing this support.

I paid for a ticket through the RingGo app which was valid when the PCN was issued to me. The RingGo app was the only option, and frustratingly I clicked the location it said was closest to me on the app (Kings Avenue). That and Broadway were within 6 yards of each other.

Where I specifically parked was at a junction of three roads joining and my specific space even looks like it goes over different roads. I looked at the boxes and thought I was on Kings Avenue, which was the closest road sign in sight. I couldn't find a sign for The Broadway at all or at least my end of the road and I don't live in the area.

Just wondering whether you think I have an appeal case, as the parking charge suggested I parked without valid payment, when I did pay for a ticket.

I have included my images and some images that the Officer took.
One of the images the Officer took includes a road sign north of my car, which looks to me like it's on a different road based on the road markings.

I put a red square around an image of the bay I parked in in the Google Drive folder.

Many thanks and I hope I have provided enough information
