The driver, as a student, has permission to park in this carpark,
There are no extra instructions around the tablet, the users just input their college ID and their registration

But the driver is a student there, so I can't understand this difficulty. Also, what other instructions/communications etc. do students receive in their joining packs regarding the do's and don'ts of the campus?
We're looking at collecting and assessing evidence now but ultimately the ball is in the creditor's court.

Even if they were crystal clear, those signs would be inadequate to bring to the attention of the driver the charge for breaching the terms.
Here is the Beavis sign. It could be as blurred and you'd still notice the charge!

Those signs are too blurry to read, would need clearer view of them to see what it says about signing in.
If there is no time indicated to sign in by this could help you.

It's a pity the keeper didn't do anything about this earlier as they could have tried an appeal to POPLA. Too late to do anything about that now. As far as the debt collector letter, it can be safely ignored. All debt collector demands are to be ignored and no contact with them should be made, at all, under any circumstances.
What has the keeper done about Plan A which is to ask the landowner, presumably the college, to get their agent to cancel the PCN? That is by far the easiest way to del with this and can be dome at any time up to the issuance of county court claim.
The keeper must now wait and see whether CPSM bother to take the keeper to court. Even if they do, there is no guarantee that they will actually let it go as far as a hearing. They could, as in many cases, simply discontinue once they realise that the keeper is not low-hanging fruit on the gullible tree and will not simply capitulate once idle debt collector threats start and are willing to defend any unjust claim.
So, Plan A first. Plans B and C have gone. Plan D, if plan A doesn't work, will be the final one, if/when CPSM decide to actually go to litigation.
For now, please check the CPSM website as though to appeal and see what other evidential photos they have and show us.

I received a PCN to Keeper from CSPM for £100 about 5 weeks ago for unauthorised parking at Hereford College student carpark.
The driver, as a student, has permission to park in this carpark, but the procedure to do so requires that they sign in the car they are driving using a tablet present at the reception. The driver forgot to sign in on the tablet on arrival, however realised only at midday and then signed in straight away. There is no payment for parking as student of the college only a matter of authorisation, which the driver has.
The charge notice has not been challenged or paid and another demand for payment from Debt Recovery Plus has been received increasing the demand to £170.
Please can you advise on how to proceed with this situation, thank you
