Very, very, well done !! we don't see this sort of thing very often with TfL. So they do have a heart, or at least one of their officials has.

Hi, TFL have furnished a NoA. I apologised, and offered to pay the original CC, citing, the reason(s); concern about the outcome of the hospital visit, and having another relative in hospital, which are true. I also offered to supply evidence if required.

It is always worth putting in some reps, (offer to pay the original charge), as it will delay you having to pay the discount, which will be re-offered. If you'll struggle to pay then it gives you some time, and you never know, you micht get lucky. However, I can't see them giving way unless you have a really compelling argument.

Hi, I'm after some advice on this. I recently received this PCN for failing to pay congestion
charge.
Costly mistake, and no real excuse, but I went to do a pick up from St Thomas Hospital but
completely forgot to pay. Lesson learnt, and aim to set up auto pay in future, to avoid this.
I was contemplating sending an apology to TFL with an explanation, on the nature of the hospital
visit, but unsure how much water this will hold.
