Its a 30 minutes only bay 8 am to 9 pm, and your contravention is well within those restricted times.
You say you parked for 30 minutes, but the PCN says observed from 15.36 to 16.23. This doesn't mean a continuous observation. All the CEO does is enter the reg numbers on his terminal and the bay code, then the terminal will alert him to cars over the time since he recorded the reg numbers. When he returns it is then a simple matter to serve PCNs. Allowing for the 10 minute grace period, you were well 7 minutes over the max time you could park there. So what makes you certain you were only there for 30 minutes ?

hi,
While visiting Chester this weekend on a Sunday i parked in a bay for less than 30 minutes and was surprised to get the ticket on 7.7.24 at 16.23. i just went in town to shop and was back to find the warden putting ticket on another car.
i challenged him that i have come back in 30 min.
i have attached the PCN here and there does not seem to be any proof that i parked more than 30 min, the only thing it says that the car was observed from 15:36 to 16:23, but on checking the evidence there is no picture of the car being observed at 15:36.
What are my points to get this cancelled.
