I think the DYLs are wrong and extend too far north:

If this goes to the tribunal we'll have to stitch these two map tiles together to prove the point:

However we really need to see the council photos to know how good an argument this is so the informal representations must request a copy of the photos, as none seem to be available on the council website.

Hi

The front wheels were in the DYL yes. I’d say half the car was the back wheels weren’t.
OK, so the PCN was correctly served by the CEO. If it had been just your front bumper over the DYL, there would be a de minimis argument

Hi,

My one space that is dedicated for our home is in the flats area so I let them park in here its just easier for my nan than trying to cross that road as we are right on the corner and people hoon it round there.

yes there are about 4 spaces almost opposite of where I live on that road and they were all full so I stuck it on the end of the cars just into the double yellows. They were about an hour early, my grandad rang me when he pulled into the flats and I came down my keys moved the car told them to park up and I helped them with their things.

The other occupier of the flat isn't really relevant for this post as his vehicle was not anywhere near any of this, unless I'm missing something...

Is this GSV link okay, my car was basically where the red car was but just on the double yellows.

My grandparents were visiting for the day,

I left it there for no longer than 30 mins.

So, what was your plan if you had a single(off-street?) parking place and two vehicles for the day? GSV shows plenty of unrestricted areas on Salisbury and Bruyn, was this the plan?

As any defence would probably be limited to mitigation, you need to present a compelling argument with all bases covered e.g. how did you know they were arriving early .. given your Nan's condition it's unlikely that she knocked on your door or that the driver left her...

You give us the full details and we'll try and put together a compelling argument as a minimum....

..not forgetting the other apparent occupier of your flat!

Please post a GSV link to the exact location. No doubt it is along this road somewhere, which seems to have long lengths of DYLs.

If you mother is disabled as stated, does she not have a Blue Badge ? A BB holder may park on double-yellow lines for up to 3 hours.

Hampshire county council
Code 01 - restricted street during prescribed hours
Salisbury Road

My grandparents were visiting for the day, my nan has severe dementia and is registered blind (obviously is the passenger). I gave them my only space I have at my flats and parked on the road as they arrived sooner than expected I left it there for no longer than 30 mins. I was not blocking any entrances, on a bend or in a dangerous spot at all I just was one extra car parked on the front of a 3 other cars (these were not on the double yellows). People park where I park ALL the time as it isn't in the way of anything (obviously I appreciate the rule for double yellows exist regardless of opinion). Just seems ironic now its summer and they can make some money I am the one who gets the ticket right outside my home so I can help the one time  nan is visiting...

Any advice to appeal this would be greatly appreciated.
