This is an entirely historical matter, there were around 900 cases that had a pending review application and obviously yours was one of those 900 cases. I argued the lead case on this point, Commercial Plant Services Ltd v Transport for London (2230282004, 1 March 2024) (https://drive.google.com/file/d/1ZMSH2FLCFqwFerIEHyLZbTUCYj9bgeaJ/view); the tribunal administration has recently been sending out all the refusals to TFL's outstanding review applications.
I think Mr Garrett might have taken me off his Christmas card list.
Mr Garrett's place of abode is certainly not Lapland in any event - more probably on some other planet. On said day, he was most certainly - in my view, at least. The one 900 light years away. A most entertaining hearing.

As I read the judgment, this is not about TfL, it's a general point about the scope of an adjudicator's power to consider a review, and 'error of law' ain't one of them i.e. that's a matter for the courts, not adjudicators and applies across the board where the same adjudication procedures apply.
That is correct but in it only applies if the relevant points of law were fully ventilated at the original hearing, which for a litigant in person is unlikely to happen.

Hi Guys
You were of great help on Pepipoo and this seems to be the resolve of drawn-out red line case which oddly mirrors one I've got myself into recently - but not in London.
I'm assuming this is over now. Have attached the letter for info and help purposes in case there is anything in it that can help further cases.
