The council's concern is the misuse/theft of BBs and therefore they've not allowed BB parking but have allowed BB permit parking.
OT: I am sure it helps with theft. But it it may change the profile of misuse since the permit is assigned to a vehicle. Many households may have 1 car and multiple users of it.
(A private hospital car park I use registers my badge for free parking, it forces my partner to misuse because it won't accept payment when they are there. But that's a different manifestation of sensible idea with unintended consequence).

OP, are you resident in Haringey?
Their permit is a good idea because it gives access to bays which would normally not be available to BB holders.
Why do they have this permit?
Simples. While a BB cannot be virtual, this permit can. The council's concern is the misuse/theft of BBs and therefore they've not allowed BB parking but have allowed BB permit parking. Very sensible and a bonus for resident BB holders.
But it extends to residents, not visitors, hence my question.

That page applies to the resident blue badge scheme. Which you don't have.
Granted, it is confusing. Most authorities tend to have a "where can I use my blue badge" page. I couldn't find one for Haringey.

Could help. For "where can I park" it does point to the page you linked.
So they have misled you.
Write something in your own word explaining this and post it up for comment. (There is a reasonably view that you can either express bemusement or point out the apparant error which misled you).
(Do you hold the V5c or is it motability or a lease or some sort of finance, that can impact later).

Where you can and cannot park
You can park in Haringey for an unlimited amount of time in a:
resident permit holder bay
resident permit holder shared-use bay (resident permit and pay by phone)
permit holder bay
permit holder shared-use bay (permit holder and pay by phone)
disabled bay (except dedicated disabled bay)
pay by phone only bay
You cannot park:
in a dedicated disabled (Blue Badge) bay – only permit holders with a permit showing that bay reference can park there
in a private car park, including council housing estates and roads – these have separate parking conditions as shown by the entrance signs
when a loading restriction is in place – see signs and markings on the side of the pavement

You come across as being very sure of your ground, but as explained a council is not required to allow a BB to be used in a permit bay.
So why are you so sure? Does this council allow this?

You can always use a blue badge in a pay and display bay, but you can't in permit holder only bays. Some councils will let you, but most won't.
Haringey's website doesn't say whether they do or not. But it does say that they have special 'blue badge resident permits' that are valid in permit bays. That makes me think that they probably don't accept normal blue badges in resident bays. Otherwise what would be the point of their special permits?
I know the guy said it was issued "by mistake", but they do sometimes lie to try and de-escalate the situation and avoid a fight if you catch them in the act of issuing a ticket.

Car was parked in a residents bay with blue badge on display. PCN issued by mistake but it could not be cancelled. All the pictures taken by the CEO clearly show the blue badge in the display. How do I request the PCN be cancelled - do I simply say the PCN was made in error, no contravention occurred as a permit/badge was clearly displayed? thanks for the help
