Sorry I am away for a few days and don’t have access to all of this, is it possible to get some general advice?
Give us the PCN number and the number plate and we'll see what we can find out.

Don't worry about losing the 50% discount, if you want for the notice to owner and then challenge it within 14 days, even if the council rejects they almost invariably reoffer the discount again.

How long is "a few days" ?

Their rejection letter is in response to an informal challenge, and will not doubt tell you if you want to take the matter further, to wait for the Notice to Owner, Are you the owner, with your name and address on the V5 Registration Certificate ?

Apart from answers to the above, no more meaningful advice can be given without sight of the documents.

If you give us car reg number and PCN number, we can look to see what evidence they have.

and post up both sides of the unredacted PCN, and Council pictures from their site, with a copy of your challenge and of their reply and a GSV link to the location.

I parked in a Council carpark on 20/6 which is free and display for 3 hours.

I displayed a ticket and was in the carpark around an hour.

When I returned I had a penalty charge on my windscreen, despite the ticket being on display. 

I took a picture of the ticket in situ and sent it to the appeals email.

The appeal was denied, although they admitted in the response that I had a valid ticket.

They have sent back a picture of an upside down ticket. It isn’t clear if it is actually my car as there are no identifying features. I cannot understand how this can be my car as the ticket was the right way round when I returned.

Furthermore, they have access to the carpark CCTV to show in was within the free period.
If I don’t pay within 5 days the fine doubles.

Do I have a case for formal appeal?
