You submitted an informal challenge against the PCN.

There is no time limit in the process for responding to these, but there is a limit of 6 months to serve a Notice to Owner. Formal reps against an NtO must get a response within 56 days of receipt of those reps or the reps are deemed accepted

Well appeal submitted last week. Still haven't heard a thing back and its been 8 days. Is there a limit in which they have to respond? As if i have to do x or y within a time they set, surely they are bound by a time frame too?

There's an 0845 number on the back of the PCN, but for now I'd go with John's draft and see what they say.

The other obvious argument is whether there were adequate signs confirming the date of the next event, often councils fail to produce evidence on this point (but don't mention that in the representations as you don't want to alert them to this issue).

I have also requested the traffic regulation order.

So you should be able to challenge along the lines of
         Dear Sirs,
                  re: the above PCN [xx123456] concerning a contravention in Bedford Road, your photographs clearly
                  show the vehicle XYZ123 parked in the northern part of Nately Road - see attached Ordnance
                  Survey map. As you will be aware, a PCN must show the correct location of the
                  alleged contravention, and I look forward to your early cancellation.
                             Yours etc.


Wait for others to comment, as there may be something wrong with the PCN 'small print' or with the TRO.

I have also included a map in the image as the last photo is of a street sign, but that street sign, according to the stamp on it, is taken from a completely different road. Im the red dot on it, the photo was taken somewhere in the green dot. The actual sign mentioned above at 1 sutherland road, which is a different road, didnt have a time/date listed.

Wrong location can be fatal to a PCN. Any Council photos? If so, post here, and they should show you parked in the northern part of Nately Road.

GSV doesn't seem to be sufficiently up-to-date. I would expect to see a Permits Only sign as you turn in to any of the streets leading to Bedford Road. However, Trentham Road entry off Warwick Road has them (GSV Sep 2023)

Note that the signs should have the next event date on them. So did they on the day of the contravention ?

So I received a PCN for parking in a permit zone, yet the area i was parked doesnt seem to be a permit zone. Plenty others parked there too, and had all the little hitlers tickets on their windscreens. I assume that as there was an event on, they are all out in force making extra money it would seem.

What is odd is that there are no lines, no signs stating parking is or isnt allowed in this part of the street. Infact the street signage indicates a different road, that does have a sign on (didnt see it until i returned to the car). The road im parked in, to me at least, doesnt even have a name or sign indicating which it is, and if anything, it doesnt seem to be the same one listed on the PCN. There are markings indicating a junction on the road, leading TO the road they claim i was parked on. Surely if one side is a different name to the other side, then the little area i was parked on, without any signs or notices at all, is also a different road?
