I'm just curious which regs / legislation covers the liquid rules.
It will be issued under the latest Single Consolidated Direction (Aviation) order, which is issued under the Aviation Security Act 1982.
I can't find copies of this online, unsurprisingly.

That certainly seems to be the case. The change to full body scanners seems to have made things worse at Bristol.
Whilst you don't have to take things out of your carry on for security many still do. Slows things as they are made to put them back.
A larger proportion of bags then seem to fail scanningthan prior to the change over and are diverted for manual check causing further problems due to space constraints.
The body scanners as well seems to have a large number of rejections and subsequent pat downs (I failed every time, though this might be because I am physically unable to extend my arms fully to exactly where they want them).

According to the media, they're completely switched over to the new scanners and security wing and cannot under any circumstances revert to the old one or use both (a response to the horrendous delays).
There seems to be two responses to the reason for the delays: 1) people are putting way too much liquid bits in their bags over the 100ml limit per item, and 2) partially 1, but also the new scanners have been a bit too over-excited in identifying substances.

Are all the scanners the new ones or are there still old ones in use? Until everything is upgraded, staff trained, etc., they have to stick to the "old" rules. The new rules were supposed to be in place by this summer, but there are delays. LHR and LGW aren't ready (things like floors needing strengthening to accommodate the weight of the new machines), so unfortunately I'll still have the hassle this summer (not just liquids but the rigmarole of having to unpack the myriad electronic devices).

I go on holiday next month through Birmingham Airport. They have the new scanners (which the media took great delight in announcing) but still have the 100ml container liquid limit. They say it's down to regulations, but which ones?
Not that I'm going to try taking more than 100ml containers, I'm just curious which regs / legislation covers the liquid rules.
Why don't you just ask Birmingham airport for a copy of the regulations?
