The top sign says 6 - 10:30pm. Do you think that is clear enough that it means "6pm' or could I argue someone can assume it means 6am?
It's fairly common to only use am/pm on the start time when it differs from the end time.
But, so what if it was interpreted as AM ?
That wouldn't have made any difference.

The expression of time 6 - 10:30 pm is permitted, see paragraph 1(1) of Schedule 18 to the Traffic Signs Regulations 2016 (https://www.legislation.gov.uk/uksi/2016/362/schedule/18/made).

This is my first time of seeing this type of confusing sign in over 10 years of driving.
The PCN number is ZN08415143
The car registration is OV66VSF.

At the top, it indicates that parking restrictions were from 6:30 - 10pm, while the sign at the bottom states that restrictions apply from 8:00 - 6:30pm.
No, the signs are not contradictory at all. There's one sign that applies from 8 am to 6:30 pm, and another one that applies from 6:30 pm to 10 pm. As you were parked after 6:30 pm, it's the second sign that applied.
Additionally, when I attempted to pay for parking using the designated Parking app because of the ambiguity, I received a message saying that the parking session cannot be started at that time or something similar to that effect.
That's because after 6:30 pm, only resident permit holders can park, so you can't buy a parking session.
Any good chance of appealing this?
Not based on what you've said so far, but give us the PCN number and the number plate and we'll see if there's something more viable.

I am reaching out to seek assistance regarding a parking ticket I received last Saturday at 19:21.
I am hoping that someone from the forum can provide some guidance on how to handle this situation.
The issue I encountered is with regards to the parking sign in the area where I received the ticket. The sign displays two separate and conflicting times. At the top, it indicates that parking restrictions were from 6:30 - 10pm, while the sign at the bottom states that restrictions apply from 8:00 - 6:30pm.
