Even allowing for the same vehicles receiving multiple tickets, 30 million requests seems awfully high.
Over what time? 30 million a year or a week is a lot, 30 million ever, maybe not that surprising.

At least on the MSN link the article mentions drivers, registered keepers and owners!

More than 30 million requests have been made to the DVLA for the name and address of vehicle owners,
Then every one of them will be in vain. As far as I know, the DVLA does not hold details of vehicle owners.
