Hello all,

My father (a disabled badge holder) parked in a disabled bay at a pay-and-display car park, paid the fee and displayed the ticket. He also displayed his blue badge with the correct time showing.

Upon returning, he realised he had enough time left to collect all the rubbish from inside his car. put it in a bag and take it to the nearest bin.

He did this and then came back to the car moments later to find a PCN on the windscreen and a warden standing by the vehicle.

My father asked how could it be as he had a valid ticket. The warden replied that he saw no ticket and "we're trained to be quick".

What happened to the pay-and-display ticket? Either it blew away in the wind when the door was opened... or it was accidentally scooped up alongside the food packets, old magazines, empty water bottles, &c. He just doesn't know.
