I have to say I think paying the discount as offered is your best option. Nobody has yet identified a "collateral" challenge, and it is pretty clear that the contravention is made out.
Of course others may disagree, so you can wait a bit to see what they say, but don't miss the deadline of 3rd August if you want to pay the discount.

In addition, one would expect to find the name and address of the enforcing authority, the date, and perhaps a heading such as 'Notice of Rejection' or somesuch.

Hey all please see latest letter received in the post.
Seems I can appeal to the Environment and Traffic Adjudicator. Is this likely to win or should I count my loses and pay the £65.

Dear all, I hope you are well. My representation is as followed: The PCN is invalid as it does not specify whether the driver had to pass to the left or right of the sign. The code specific suffixed “38 L) must pass to the left r) must pass to the right” do exist under the standard contravention codes for London. Please cancel this PCN

There are restrictions like this all over London to prevent large vehicles like HGVs from using the street, but also make shedloads of money from PCNs against small vehicles that are nervous of using the narrow lane on the left. Clearly you have never seen one before. A Toyota Aygo would easily pass the narrow lane I would have thought.
So any particular reason for not obeying the direction arrows ?
The video shows a London black cab passing through the narrow lane in the opposite direction just before your car approaches, so clearly there was enough room for your little car.
This may not be game over, because cases like yours can sometimes win on what is known as a "collateral challenge". This could be camera approval or a fatal error in the PCN or their not following the legal process, so wait a bit to see what others say.
Yes - never seen one before as I don’t drive in central London often. Nevertheless, I was quite confused but did not think much of it. And it looked much smaller in real life :(

38JL Failing to comply with a sign indicating that vehicular traffic must pass to the specified side of sign.
