We need to also see your representation and their rejection, without this we cannot give any meaningful advice as we're flying blind.

OP--Not hopeful but give it a try. There is a yellow line and indeed kerb blips to denote a loading bay.
Put it to them that their website indicates parking on yellow lines is permissible on a Bank holiday and you took their advice. Ergo the PCN should be cancelled.

Yes it was on that Jermyn St.
It says it here on there website. specifically says 6th May Bank Holiday, which was when I was parked there.

Where does it indicate on the Westminster website that parking restrictions don't apply on Bank Holidays?

I recived a PCN for parking in a loading bay in Westminster. It had a single yellow line, divided by yellow dashs to designate the parking bay. The sign said no parking Monday to Saturday, midday to 6:30pm. I was parked there on a bank holdiay Monday from 3-5pm. I appealled on the basis of it being a bank holdiday as it says on Westminster's website that no parking restrictions apply on a bank holdiay. My appeal was turned down. They said I was parked on a yellow line indicating parking bay restrictions. They didn't address my reason that I appealled in that it was a bank holdiay.
Any ideas if a loading bay with yellow line has different rules to a normal single yellow line on Bank Holidays?
Surely when you appeal they address the reason you have appealed. Honestly feels like I got an automated response to my appeal.
Has anyone else experienced this or can help with this PCN?
