Take your complaint to the Trust CEO as part of your Plan A. However, apart from that, you are lucky that this is APCOA who do not rely on PoFA so whatever you do, do not identify the driver. Your appeal is as the keeper.
APCOA are benign and they do not litigate. However, the easiest appeal is as follows:
I appeal as the registered keeper. I am not obliged to identify the driver and decline to do so. You cannot transfer the driver’s liability (if any) to me as you have not served me with a notice to keeper that complies with Schedule 4 to the Protection of Freedoms Act 2012 (PoFA) and it is now too late to do so. In particular (without limitation) your notice does not contain the warning required by PoFA paragraph 9(2)(f).
I require you to cancel the parking charge and remove my personal information from your database

It’s all amended now. Plan A has failed although I may escalate to chief exec.

Have you asked the hospital to intervene with their agent?
Plan A, landowner cancellation is always the best option.
Please edit your post so as not to divulge the driver ID, ‘the driver’ drove that day (no I, we, he or even the dog) you will deal with the matter as the vehicle keeper.

I would be grateful for some advice regarding a hospital PCN please.
The driver was forced to park outside of a marked bay on hospital site because after circling multiple times, the driver in question actually had to get into work to start operating list (despite getting to work an hour early to find a spot). Hospital signage is clear and it’s an obvious breach of contract. The vehicle was not blocking anyone and the driver had a valid site permit.
The driver tried appealing to the parking and site management - who have refused to overturn the ticket.
The driver refuses to pay this ticket. It’s a kick in the teeth to receive it after a long commute and busy job.
Anyway, any advice would be appreciated regarding approach to appeal.
