My husband wants to take the approach of saying we didn't receive the PCN notice in the first place...
That could amount to attempting to pervert the course of justice, which normally attracts an immediate custodial sentence. It's not really worth risking a criminal record for the sake of a PCN.

As things stand all you can do is contact the council and ask if they would accept a reduced payment, but you're now entirely outside of the statutory appeals process so if they decline or ignore you, you have no avenue of redress available.

Next time come here for advice, you never know we might have been able to get the PCN cancelled altogether.

Thank you for replying.

It does seem that I would've entered an email, but I seem to not have received any emails at all showing the payment was unsuccessful/ declined. So I have nothing to prove that I did attempt to make the payment :(

So presumably you didn't print or retain any system response. Sometimes these things are set up to generate an e-mail confirming payment. Did you have to enter an email address when paying ?

If it were me, I'd be contacting the council to say that you paid on <date>, and on checking bank account after receipt of the Charge Certificate it seems the payment didn't go through, but you did receive a systems response. They should have an audit trail of any payments or attempts to pay. Any reasonable council would cancel-off the PCN and ask you to try paying again.

Hi all,

My husband received a PCN for entering a restricted zone, High st North E6.

He asked me to pay the charge, so I logged on to the councils website watched the video evidence they had and proceeded to pay.

Now, I am pretty sure that the payment went through on the website, and my husband didn't bother checking his bank account! 

We have just received a Charge Certificate to pay £195! This was a shock to both of us, its only upon checking his transactions that we realised that payment actually hadn't gone through.

We really cannot afford to pay this, the little money we had put aside is being put to repair the boiler as that's packed in.

On the councils website, it wont let me appeal, please could someone guide me as to what I could do, and how I could contest it, I dont mind paying the £65, but I simply cannot afford the £195, there seems to be no email address that we can email either.
