When did you move, and when did you contact DVLA?

Hey ill post the documents up soon. So they hadn't sent me my v5 as I moved shortly after getting the vehicle however I emailed the dvla etc to change my address.

@Dizzlywizz you need to read the guidance here (https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/) and post all the relevant documents, as things stand we can't give you any advice because we have nothing to work with.

Sorry, no good without documents you have, so please post them. At the moment, we are pretty much in the dark.

Also, you are confusing us with your use of the word "fine".  The £8 is a road user charge, not a fine.

When the contravention occurred, was your V5 Registration Certificate for the car correct and up-to-date.  Have you moved address since ?

Good Morning,

So today I received a reply to my PCN appeal which I sent to them in 2022. I genuinely thought the appeal had been received and the fine had been dismissed.

So regarding the fine:
1. I paid the fine using my bank card on the day and their system sent the £8 charge back to my bank account. see attached photo of my account.
2. They sent the fine to an old address so I didn't receive it within 28 days.
3. They have now taken at least a full year to respond to my appeal and sent this again to an old address. I only know about this as they also emailed me a copy which clearly has my old address on it again. I stated clearly within the appeal that this was an old address.

What are my grounds for going against this. It all feels ridiculous as I did pay the fine and they had an admin mistake which has led to the PCN.
