Let us all hold onto one thought: if this goes to the Tribunal, the council must provide a true copy of the original PCN.  So, I would let sleeping dogs lie.

I had a look on their website and can confirm there were no photos or video there yesterday.

Thank you so much for the reply!! Ok I will do this, I will send the initial representation on the grounds there is no evidence of the alleged contravention occuring. I'll come back here with the response I receive!!

Frankly I'd just make a very simple representation:

Dear London Borough of Hounslow,

I challenge liability on the ground that the alleged contravention did not occur, if you maintain there was a contravention please would you provide evidence of the same.

As long as this is sent during the initial discount period, if the council rejects it will almost certainly reoffer the discount anyway, and we might get some meaningful insight of what video evidence there is. Keep a screenshot of the confirmation page once submitted.

Thanks for your reply, I was thinking of doing this although I have no idea what number I should call... There's an email that I can write to on the letter to make representations, I was thinking of maybe emailing them on Monday. Like you say I don't see how it can be enforced if there's no video evidence.

I'm not sure how they can enforce without video/photographic evidence - the experts here will know.

You could try ringing on Monday and asking for the video?

Aftar all, without the evidence you cannot even check it's your vehicle and not a clone.

Hi all, hope everyone is doing good and thanks in advance for the help.

I'm posting about a PCN from Hounslow council I received on 3rd April for driving in a pedestrian zone (one of those zones which are restricted in the morning and afternoon during school hours).

PCN number: NJ39866254
Registration: M333THU

Date of offence 21/3/24. Date of notice 3/4/24.

The area is question is the junction between Linkfield road and Kendall Road. It's restricted in the morning and afternoon (2:45 - 3:45pm) and I'm alleged to have driven there at 3:35pm.

My query is that, I can see in the PCN letter there are no images in the screenshots where the video evidence should be. When I go online (hounslow.tarantoportal.com) and enter my PCN number and registration, it says there is no video recording of the offence. There is no map location either

My query is

1. can this be used as a grounds to challenge the PCN, if there is no video evidence? Or can I request for the video evidence again?
2. This is my mum's car, I was driving it (I'm insured on it obviously) and the PCN is addressed to my mum, do I need to do anything about that?

In full honesty, I actually have no recollection of driving through this road at all, I was definitely in the area around that time but I don't remember driving through this road, if the camera got me I guess I did. I remember getting to a pedestrian zone, seeing I was about to enter it during the controlled hours and turning around before I actually entered it sometime a couple of weeks ago but I don't remember if it was on the day of the offence or not, it might not have been.

I've attached the PCN, please let me know if there's anything else which would be useful. If I have to pay it it's not the end of the world but still, I figured it was worth just trying to ask to see if anyone could help. Thanks again for everyone's help
