Your best bet is to make a plea for discretion, as this is a first time contravention you have a reasonably good chance.
I suggest you draft a representation based on what you've told us already and pop it on here for review, we can always tidy it up a it for you.

Hi.
I would like to ask. Today i was parked on disabled bay which was marked on the street(road) as disabled. I am a carer and in use of my disabled partner car. He was in car too.
I saw the marking on road as disabled so i have parked, displayed Blue badge but didnt notice the sign(see photo) after coming back to car I have found PCN and then looked at the sign which in my opinion looked not very clear to me. As i have never had myself this experience with this kind of sign. (See photo) the sign was also taped up.
When i looked at the evidence on council website the Traffic officer didnt take picture of the marking on the street but on google maps is visible that it says only disabled.
Please any advice if i have any chance of appealing or should i just pay for it?
I really didnt see and later even recognise the sign.
