Thanks for your advise on my request on the charge certificate received from newham council. Spoke to the council and I was told that they will pass the details to the other team to review the case.
Subsequently I received a call from council and told that they will adjust the accounts and cancel the charge certificate.

Contact Newham to tell them that due to a typing error, you mistakenly paid for a previously paid PCN, instead of the PCN you intended to pay. Point out that the previous PCN now shows a surplus of £65, and ask them to cancel the CC and re-allocate the surplus to the PCN you intended to pay.
If you paid on-line, I am quite astonished at how a correctly programmed computer system allowed you to pay money to a PCN that had already been paid.

Dear All,
Received a charge certificate from Newham Council to pay £195 within 14 days. The background is as below.
1) 26 Oct 2023 PCN date : PCN PN74212058, reg: EF59XOS,Contravention 53J , contravention date 16/10/2023
2) 27 Nov 2023 appeal sent and subsequently rejected ( don't have copies )
3) 07 Feb 2024 : Online showed the pending amount to pay is £65
4) 07 Feb 2024 : Paid the outstanding balance £65 on the same day. Sadly quoted incorrect PCN number ( input my old PCN PN73285351, previous car reg: EF59XOS) )
5) 06 Mar 2024 : Received charge certificate
The current PCN account shows outstanding to pay £195. Whereas the old PCN shows a credit of £65.
To summarise I have paid the full outstanding PCN ( charge certificate) amount on 07 Feb 2024 but went into wrong account because I haven't input the correct reference (PCN No.). The other PCN account shows £65 in credit.
What can be done in this scenario to cancel the charge certificate ?
