No, the process ended when you paid up. However, you do have the bones of a complaint to the council and also to shame them in the public domain.

Hello Again,
Looking for some advice on this, unsure if it's the right place.
Back in March, I recieved a PCN, as detailed in the below thread:

Since then, the appeal was rejected, I accepted that I was unlikely to win at tribunal, and paid at the reduced rate.
However, months later now, in October, all of the points I made in my written appeal have now been seemingly considered by the council and rectified. The signage has moved, the non compliant "White on Red" warning signage is now symbolic and standard, and the zone has been expanded to the junction at the end of the road to avoid getting half way down before finding it's too late to turn back. Clearly the council deemed that what was there before was insuffficient.
Do I have any grounds to reopen my case and revoke the original charge?

@voltwanderer7 the PCN is at the discounted rate on the council website, this indicates you made a representation and a rejection has been issued. Have you received it? If not, call the council and see if they can email it to you.
In any case before we can advise on the way forward we need to see exactly what you sent, plus the notice of rejection in full.

The statement in parenthesis re date of service confuses the issue re payment.

Hi There,
Looking for some advice and guidance on the above mentioned PCN. I'm aware that there has been a considerable amount of discussion on this and other forums about this particular junction with regards to unclear signage surrounding this pedestrian zone.

The sign is mounted high up on the post, out of the usual field of vision for regular cars coming down this street, the street is unsuitable for HGVs so I'm not sure why it would be deemed necessary to mount so high.
By the time I could see the sign and get close enough to read the detail, it would have been too dangerous to avoid passing it, having passed the last possible turning, and with cars both behind me and oncoming.
These signs are not usually mid way down a road, they are usually at the end of a road, and the whole road is pedestrianised, rather than having to turn off, before you've seen the sign.
Please let me know your thoughts and what further information if any, you may require.
