The keeper should contact the hospital PALS service and request that they cancel it.
For reference, PoFA 9(2)(e)(i) is not complied with in that the NtK does not "invite the keeper to pay the unpaid parking charge". POPLA has upheld appeals on this basis in the recent past.
I think the choices you have are:
1. Try and get PALS to get it cancelled.
2. Appeal as the keeper and if rejected, appeal to POPLA using the kitchen sink and highlight the PoFA failure mentioned above.
3. Pay the charge.
4. Do nothing and wait and see if they issue a claim.

The registered keeper of a vehicle has received the following notice from CPP (A trading name of ParkingEye) for non/inadequate parking payment at the Princess Alexandra Hospital, Harlow car park.

The car park is a pay on exit or pay using the PayByPhone app. On the day in question the driver had an appointment and afterwards there was a long queue at the payment kiosk so decided to use the app. The app wasn't working due to bad signal at first so they decided to try again once they were in the car and admittedly forgot. The driver has had many many appointments previously and has never forgotten to pay and so wonders if it might be worth putting that into an appeal that it was an honest mistake and not an attempt to deprive them on ticket fees.
Any advice would be appreciated. Unfortunately I don't have any images of the car parking signs but here is a streetview of the entrance to the car park.
