If there as just one vandalised sign, and no repeater signs in the permit zone you have a chance. However, are you prepared to stand your ground and take them to adjudication ? Reason to ask, is such are the huge cash flows generated by PCN penalties, councils usually refuse them, because they know people then just cough-up, (like over 90% of them).

Hello,
Has anyone had any luck for appealing a PCN for parking in a resident parking area? Parked up after 8pm (not realising 1. it was resident parking 2. even if it was, most resident parking permits only apply until 8pm in Cardiff). Got a fine at 8:36pm, but no picture of the parking violation.
Signs weren't clear it was residents only (the one I found was vandalised, which had been turned away at an angle) and also it was dark and heavily raining, so I'm not going to run up and down trying to find any other signs.
I've heard you can argue poor signage or emergency parking (in cases of a broken down car), can anyone attest to challenging and winning under similar circumstances?
