Please re-post the PCN without any redactions and we'll provide proper advice, see the detailed guidance here (https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/).
Humph, I think the word should be "fuller" rather than "proper" !
Ok fair enough.

Not printed very well, is it, but to get a decision on its validity you'd invariable have to take them to London Tribunals with the full PCN penalty in play. The only argument which could be valid is missing or unreadable content.
Content of Regulation 9 PCNs (yours, served by a CEO to the car or driver), is defined in two places.
Here: -
https://www.legislation.gov.uk/uksi/2022/71/part/2/made
see 9 (7) for (a)
and here: -
https://www.legislation.gov.uk/ukdsi/2022/9780348232752/part/2/chapter/1
see 3(1) for (b)
So if you want a punt, submit reresentations on the basis that the PCN is invalid because the content is not compliant with the regulations (those above they have titles as you will see if you open the links).

Hi,
Received a PCN. Just noticed that it is printed poorly (see attached). Just wondering if this is grounds to appeal? Thanks for any thoughts!
Kind regards
