The Appeal is listed for an in person hearing at 2pm on 21 March.

In recent weeks the tendency has been for councils to serve the evidence pack on me with 7 or less days to go so I don't expect to see this one for a few days.

Redbridge are throwing the towel in a lot of the time at the moment so they may yet do so in this case.

Redbridge having rejected the formal representations I have started an Appeal to London Tribunals on the simple ground that the 1 hour free had not expired therefore the alleged contravention did not occur.

Not quite that straightforward:

One hour free parking is available to everyone at our local on-street pay and display bays.

How it works

you can get a free one hour ticket from the nearest pay and display machine from where you have parked
press the green button for your ticket
you should display this on your car dashboard as normal
alternatively, a free one hour session can be obtained through RingGo using the details on the side of the machine RingGo service to pay on your mobile
You will receive a penalty charge notice if no ticket is displayed or if your time has expired. Free sessions can only be used once and must not be used one after the other.


The OP has sent in their reps and whether they made the link between their payment and the free period we don't know i.e. they were entitled to 1 hour and although the start and end times are usually shown on a green ticket they chose the less orthodox method of showing the start time of the hour by buying a paid ticket for 2 hours, their mistake was in entering the wrong VRM.

Key question for me: if a motorist wants to park for more than 1 hour why should they have to forego the free hour? And if they don't, then the only issue here is that by entering the wrong VRM the OP is unable to prove objectively that the PCN was issued within 1 hour of them parking, and in this respect this is the only relevance of the 'wrong' VRM. Other than this it has no relevance IMO.

Was a parking charge due? Not if the car whose VRM appears on the PCN was parked for less than 1 hour. The contravention is not non-display, it's non-payment.

But all we can do is wait.

Asmal, you have gone quiet. Time is running out.

Have you made representations to the council? do tell so I don't worry about the deadline.

I remember that you get one hour free parking everywhere in Redbridge. You paid at 12:22 for the wrong vehicle but it shows that at 13:11 when you got the PCN you were still in the free hour and so the contravention as alleged simply did not occur and this should be your representation.

Asmal, you have put one page of the Notice to Owner on here and then sent me 2 more but I think there are 4 in total. Please put all the other pages on here as others besides me will then look at them.

You have told me you don't have the back of the PCN.

Best we get the representations amde on line by 30 January.

I meant to write incorrect in my previouis post but one adjudicator in london has now found it to be correct so it isn't a predictable outcome.

Asmal, please post images of the back of the PCN and the other pages of the Notice to Owner to see if we can find something else.

You've posted the Notice to Owner. Any reason for not submitting reps against the PCN ?

Anyway, the PCN is down to your error, so really, unless the PCN contains fatal errors, you can only ask for mitigation and also point out that the council did not lose any money as you did pay to park.

If they refuse, will it be worth going to London Tribunals ? Well, maybe, but if they re-offer the discount probably not. If they don't, it's a no-brainer.

Hi guys got a PNC for parking without payment.
What happened is I have three cars saved on the Ringo App I paid parking for the car registration AA22ADZ by mistake,which i was not driving at the time
Correct car registration is RK66 CNV
Can you help please
