Oxidane: you must make representations against the NTO. There is no way you could file an OFR under the circumstances, in my view.

That's why you shouldn't go Googling.
You've told us about a notice but haven't shown it; just an offer to do so.
"Scrubbed"? The only thing you should remove is your name and address.

Hi all,
Received a NTO last week in regards to a council PCN issued back in Dec for parking without payment of the parking charge (I do not dispute this - completely missed the sign re hours of charge).
The 14 day 50% discount has of course passed but happy to spend a bit of time on this to have the 50% discount reinstated given we never received the initial PCN.
Looking up the PCN on the council website, I see several photos of my car but no attached PCN on the windscreen on any of them.
Do I -
1. Bother with submitting a representation/challenge now on the council website stating the original PCN was never received - and that their included photos as evidence supports this - though I wonder if councils have a duty to prove whether the PCN was ever issued and attached to the car in the first place?
2. Or based on some Googling - wait for the order of recovery and raise at this stage the PCN was never received and have the 50% discount reinstated here?
