"The offence did not occur". No visible sign, no offence

Have now edited the post to include the full letter etc & should be compliant with the guidance.
Since'incandescent' was kind enough to link the google map street views - have not reposted the links - please see second post.
Can i ask what grounds/which sesction would i appeal under (in terms of the unclear signage/road marking) on the specified grounds page?
Many thanks for any help.

There is a sign, but only the GSV camera car can see it, or if you're on the top of a double-decker bus !

For meaningful advice please have a read of
https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/
and post up all sides of the 'letter' (only redact your name & address - leave everything else in)
and a GSV (link to the location.
Is the vehicle yours or leased?
If yours, please check that the address details on the V5C are correct in every particular.

Hi,
Owner of vehicle.
I received this letter through the post for a Council parking ticket - Parking in a disabled space. However there was no road marking and no signage anywhere to say the area was designated for disabled - as seen in the photos.
The council also didn’t include any photo of the signage in their evidence photos. I genuinely did not know this was a disabled space until the letter went through.
On another note there was no PCN attached to the car when I returned to the vehicle (the PCN was on the cars windscreen in the council photos at 19.42 but not on the car when the driver returned at around 22.30). I took photos of the car (without the PCN on) and the surrounding as there was a faint mark of sticky materials on my windscreen and saw another car with a PCN on. As I had no PCN, I couldn’t appeal in the first 14 days (as there was no PCN received so no PCN number to appeal on the Council system)
Just wondering if I have a case here and if there is any route to appeal?
Thank you all for your help!
