You are in the mire.
IMO, your only possible course of action is to write to the council NOW - the penalty is still @£240 so it's at the Charge Cert stage and an application has not yet been made to the court for an Order for Recovery- apologise and ask if they'd accept late submission of formal representations. Explain why they're late and submit reps as you did initially.
Otherwise, your minimum liability is £240 with an imminent possibility of an increas of £10 then ......

You had to make reps to the NTO so it's game over as the charge certificate looks to be correctly served.
You can try late reps but it's now out of the process deadline.

Did not make representations following the Notice to Owner. Could have been in a position to do so but was unclear about options and was seeking advice.
The charge certificate was issued on 20 August.

It looks like a ridiculous PCN as an unamended parking sign looks to be just behind your car but you've posted a notice to owner dated 10 July and a charge certificate (can't make out date).
Did you make representations to the NTO? And if not were you in a position to?

Parked in usual residents' spot outside house.
Received a PCN for parking where a Temporary Traffic Order was in place:

Could not clearly see TMO sign as it was two houses up the road and posted close to the floor.
Complained to the council on these grounds but they decided not to cancel the PCN.
