Hi thank you for the reply.

My mum hasn't received any letters from the CDER or any visits trying to enforce the debt which makes the sum they're asking for very confusing as this has come out the blue.

we've sent an email to the company who is the registered keeper to find out if southwark reached out to them and what they did with that so waiting on a reply from them.

A notice to owner would have been sent to the registered keeper of the courtesy car so you need to find out from them what they did - I suspect they had a wrong address for your mother.

The NTO is the critical phase of a windscreen-served parking PCN.

I presume your mother has not received any letters from CDER?

A sum of £576 means they have visited premises to try and enforce the debt but where?

Hi all,
hope i can get some help with this frustrating situation.

Last year my mum received 2 PCNs from southwark council, on the 2/07/25 (JK16692432) and 3/07/25 (JK16659845) when she was helping me move back to London to start my second year of uni, we made several trips over those 2 days from tring to london, I didn't get a vistors pass (i'm a resident) as we were simply unloading the car (approx 15 minutes each time before driving back).

Here lies the problem, i appealed both of these PCN's on the 16/07/25, only one of the PCNs (JK16692432) received a notice of rejection via email on the 23/07/25 - which was paid promptly, the other PCN, has to this day not been replied to via email or by post.

A few days ago my mum received a text informing her that her details had been passed on to CDER and she owes £576, according to them they've been trying to chase this up but until a few days ago no correspondence was received. The car the PCNs were issued to was a courtesy car as my mum was waiting for repairs to be carried out on her car. Note: she sold her car in december 2025, which i guess is maybe why it's taken this long?

CDER are threatening recovery of payment but i believe there aren't any grounds for this as i read on the London Tribunals PCN enforcement process that:

I would appreciate any help in drafting or finding the appropriate body to write this appeal to as Southwark council states this pcn is past the stage at which i can appeal or make representations, which is unfair as they failed to follow up within the specified time period.
