Direction   cancel the Penalty Charge Notice.
1.   Reasons   Mr xxxxxx’s car was parked on a single yellow line during its hours of operation. The signage indicated that parking was prohibited after 4:00 PM. The penalty charge notice was issued at 4:07 PM.
2.   The other part of the sign indicated that parking was expressly allowed until 4:00 PM. The car was therefore parked in a designated parking place, and I find that the 10 minute grace period required by Article 5 of The Civil Enforcement of Road Traffic Contraventions (Approved Devices, Charging Guidelines and General Provisions) (England) Regulations 2022 had not expired at the time that the penalty charge notice was issued.
3.   I therefore allow this appeal on the basis of procedural impropriety.
