Does this count as over the time limit?
s172 requirements do not have a '14 day time limit'. I suspect you're confusing this with the 14 day requirement for a NIP to the Registered Keeper (for which you're not).
Do I need to provide my details before anything else?
Failing to provide driver details will likely see you prosecuted. If convicted then you'd get 6 points for each offence and would be banned due to totting.
I suggest complying fully with the requirements.

I recently received two Section 172s. Both are for going 57 in a 50.
The van was a rental.
The first offence was on 3 June and the letter is dated 30 July.
The second offence was on 4 June and the letter is dated 4 August.
Does this count as over the time limit? Do I need to provide my details before anything else?
