You might not get a reply to your SAR in time for that. Wait as long as you can before the deadline, but if you hear nothing back, you can still respond to the LBC denying the debt.

You may want to consider sending a Subject Access Request to the parking company ("EZEE Park") for all personal information they hold on you, which will include the full original PCN. Your posting of a similar one is helpful, though.

unfortunately i don’t have a copy of the full letter anymore since it was a long time ago, but i do have a copy of the letter for the PCN i received in october last year for the exact same reason which I successfully appealed, but the contents of the letter and the reason is exactly the same if that helps

Your appeal was not to "Ezeepark" who would have accepted an appeal within their 28 day window, but to "paymyparkingcharge", otherwise known as ZZPS, who are just debt collectors who have nothing else to do with this issue.
If you intend to submit a defence to a county court claim, you should send a short response to the Letter Before Claim along the lines of (see https://www.justice.gov.uk/courts/procedure-rules/civil/rules/pd_pre-action_conduct#6.1)the defendant responding within a reasonable time – 14 days in a straight forward case and no more than 3 months in a very complex one. The reply should include confirmation as to whether the claim is accepted and, if it is not accepted, the reasons why, together with an explanation as to which facts and parts of the claim are disputed
Please also post the entirety of the PCN, not just the bits you have posted. If there is to be a defence based on the failings of the PCN, we need to see it all (less personal details of course).

Hello, i've received a letter before claim for a PCN received on 6th March 2025. The initial appeal wasn't accepted because it was out of timeframe, as the owner of the property that has the car park agreed to get it cancelled so i didn't submit one within 28 days & now this pub has closed down so I have no way of contacting them, but an appeal was sent via email and they just refused which i've shown a copy of.
the reason for the ticket is they said my parking wasn't validated/unpaid, however i am appealing that the driver did enter the reg on the tablet on the premises and there is no option for confirmation/receipt, but they do have bank statements evidencing that they were a paying customer on the date in question on the premises to prove they were using the car park legitimately.
we received a 2nd fine from the same place later last year, appealed within timeframe & it was successfully cancelled on the same appeal grounds.
Now i've heard nothing for over a year and just received a letter before claim. Does anyone have advice on how I should proceed?
