You should really redact name and address and PCN no from the NTK...
What did you husband say in his original e-mail? The notice was issued too late to transfer liability to the keeper, but I suspect he has identified himself as the driver?

I had a PCN from RFH in almost identical circumstances some time ago.
I called the PALS office at the hospital and they cancelled the notice (they had a person employed specifically to resolve parking issues).
The ANPR camera is situated before you enter the car park, so for a few years the hospital had to employ security guards to prevent drivers passing the camera until there was a space available. I haven’t been there for a while so that may have changed.
An alternative for future reference may be to use the Premier Inn car park nearby.

Please see attached. You can see it was not parked or in the car park all they have an image of is the car entering towards the car park and then leaving 50 minutes later. We also stated we were happy to share a copy of the alternative parking ticket to which they responded “it’s with a different company so wouldn’t make a difference” over the phone and to refer back to their response on 17th July.

We can also throw in the argument that even if a contract was created (which will be denied as no parking took place), that contract was itself frustrated due to the traffic.
It could also be argued that, having formed the contract, it was the parking operator who was in breach of the contract since they failed to provide a space for the driver's vehicle - the operator therefore failed to keep their side of the deal.

If you haven't already contact PALS at the hospital and exert some pressure on them to intervene.

We definitely need to see the PCN - it probably uses a 'time on site' arguement.
Might be an idea to post up your appeal and the reply from PE.
We should be able to use the CME open letter to build a robust appeal for POPLA.

Were you inside the car park waiting?
ie: after the entry barrier or camera point.
What did you put in your appeal?
Was the driver identified?
Can you post up a copy of the PPN with personal details redacted but leave dates.

Hi all,
Wanted some advice on a parking ticket my partner received from “Parkingeye Ltd” - he took me to the Royal Free hospital on 4th June for a pregnancy scan. Knowing what a nightmare the Royal Free is with parking, we arrived an hour early to attempt to wait/ find a spot. We sat in a queue of cars for 50 minutes there were 4 cars in front waiting to get in to the car park during this time with no movement - before I had to jump out of the car to not miss my appointment, and my partner then drove off to look for an alternative parking spot locally where he would then walk back to the hospital to meet me (hoping he’d make it on time for the scan) which he just about done.
He appealed the ticket online and showed them his alternative parking space ticket, to which they have declined.
I’m not sure how we can further appeal this as at the time we had no idea we’d be sent a ticket and didn’t take photos of the car to show we were in a queue but this ticket feels unreasonable and unfair considering at no point was he parked up.
Any advice or guidance would be appreciated on this.
