Update
They have cancelled the ticket! I think the fact that I took pictures of the blue badge the right side up next to the pcn untouched helped my case.
Also this car park is a weird one. I agree that online it states that bb holders can only park in designated bays, but a lot of people park here in normal bays with a bb without consequence. I have seen the parking wardens just check the time is valid and move on.

IMO, all they have, even if the authority accept that the car was being used by or on behalf of a bona fide BB holder, is mitigation. Not because they forgot to display the BB which would have permitted them to park for up to 4 hours for free, but because they claim that they've done this before without issue and did not know such a requirement existed in non-designated bays.
All the driver can do is try.
Who is the registered keeper and are their DVLA details current? I ask because it's unlikely that the authority would cancel the PCN and therefore the next stage, the NTO, should be considered. A NTO is sent to the registered keeper.

Was this a designated disabled badge holder bay?
If not, then according to this payment is required notwithstanding the display of a BB:
Car Park and Street Rules
Designated Bays: Free parking is restricted to 4 hours and requires a valid Blue Badge shown clearly.
Standard Bays: Normal tariffs apply if a Blue Badge holder parks in a standard, non-disabled bay in council car parks.
It was not. The designated bays were all taken so parked in a normal bay. The driver has done this before without problem.

Hi All,
Hoping for some advice, the driver parked in a car park, but put the blue badge faced down. They rightly got a ticket, but was wondering if there are any chance of appealing on maybe compassionate grounds?
The Blue badge book is the badge and clock, but as it happens this morning before parking, the driver managed to accidently split the 2. As a result, the clock was facing correct, but the badge itself was face down. They were parked in a normal bay with the badge (incorrectly) displayed as they normally do.
The driver upon returning to the vehicle, realised their mistake, and took pictures with the badge corrected (in the hopes to show that the badge was valid and it was a silly mistake).
