You have no choice except to "go through the process" and name the driver, unless you want to commit a more serious offence yourself.
Whether the driver accepts any offer is a decision for him/her.

Good afternoon
I received an NIP this afternoon relating to the driver of my vehicle being observed driving at 47mph in a temporary 40mph zone on the eastbound A47 at North Tuddenham, Norfolk, by a speed camera van.
The precise wording of the non-template part of the notice is as follows:
Alleged offence: Exceed temporary 40mph speed restriction in contravention of a Local Traffic Order - manned equipment
Date and time: 22/07/2026 at 14:14
Vehicle speed: 47mph
Speed limit: 40mph
Location: A47, North Tuddenham, Norfolk
The driver has a clean record since qualification and, based on the guidance, should be eligible for a Speed Awareness Course.
