S/he needs to respond within the time period, naming the driver at the time/date.

It says on the Notice of Intended Prosecution what the driver is alleged to have done: failed to comply with a lane closure signal, on the M25 clockwise near Epping.

Almost certainly continued on a closed lane by passing the ❌ over that lane.

A neighbour received this and doesn't know what the driver did to receive this...
