Unfortunately, not to that particular Tesco. In hindsight, I should have gone to the local superstore retail park, but I only needed bread and milk for her to be honest.

However, this was not a stop made for convenience or to gain any advantage. It was a brief stop made because I could not leave my disabled mother unattended while essential items were obtained for her.
Just playing devil's advocate here, but want to make sure you have a robust argument for your appeal.
Could you have parked in another location and still stayed in the car with your mother whilst your wife and daughter walked a bit further to the store?

Here is a draft appeal - any advice around it would be greatly appreciated.

Dear Sir or Madam,
I make these representations on the grounds that the alleged contravention did not occur and, alternatively, ask the Council to exercise its discretion in the exceptional circumstances of this case.
Incomplete CCTV evidence
The evidence disclosed to me consists of CCTV footage of approximately 40 seconds' duration. The footage shows my wife leaving the vehicle but ends before the sequence of events is complete. It does not establish how long the vehicle remained at the location or what occurred after the clip ends.
If the Council relies on any additional CCTV evidence, I request that the complete, unedited recording be disclosed. If no further footage exists, I ask the Council to explain how it considers that the short extract alone is sufficient to establish the alleged contravention.
Exceptional circumstances
At the time of the alleged contravention, my elderly mother was travelling with me. She is a registered Blue Badge holder with significant mobility difficulties and was unable to be left unattended. She therefore remained in the vehicle throughout.
I also remained in the vehicle at all times so that I could stay with and assist my mother if required.

I appreciate that the restrictions are intended to keep Red Routes clear and I fully respect their purpose. However, this was not a stop made for convenience or to gain any advantage. It was a brief stop made because I could not leave my disabled mother unattended while essential items were obtained for her.
I therefore respectfully request that the Council exercise its discretion and cancel the Penalty Charge Notice in light of these exceptional circumstances.
Consideration of representations
If the Council is minded to reject these representations, I request that it specifically addresses:
whether any CCTV footage exists beyond the 40-second extract disclosed;
why it considers the disclosed footage sufficient to establish the contravention;
whether it has considered my mother's disability and the fact that she could not safely be left unattended; and
the reasons why it declines to exercise its discretion.

So therefore I would build the appeal around three points:
1. The authority has not disclosed complete CCTV evidence.
2. The council must properly consider your request for discretio
3. If the authority rejects your representations, require it to explain why it considers the disclosed evidence sufficient and how it considered your exceptional circumstances ?

Just to add, although Case Law does not absolutely exclude shopping from the meaning of 'loading', this could apply only exceptional circumstances, albeit undefined if I remember the judgment correctly.

The PCN seems compliant but conflicts with their website as regards what constitutes the 28-day period. Hippocrates might be able to assist here.
Having looked at the video, it looks a plain and simple drop-off of 2 passengers whose gestures afterwards and the subsequent manoeuvring of the vehicle(cut short in the video) suggest you were about to drive off.
I cannot see anything in your favour as regards the contravention.

I didn't mention in the op that I had my disabled mother with me, who needed the milk and bread, so I had to park nearer the store, but I didn't think that was relevant & they almost prob wouldn't take that as a mitigated circumstance...

PCN issued 23 July therefore deemed served 27th. You have until 9 Aug. to pay the discount.
I cannot comment on the timetable for making representations because you've not posted the whole PCN. Pl post the other pages so we can check for compliance.

Sign tells you it is a 'Goods Vehicles Only' loading bay. Did you not bother reading the sign, or did you just chance your arm no CEO would come along ? You need to be aware that Red Routes can be enforced by CCTV as in your case.
I see no robust appeal argument to take to London Tribunals (LT) for the actual contravention, which seems to be made out. I say LT, because the council will inevitably reject any reps you submit.
There may, however, be a technical appeal argument based on Redbridge mismanagement of the enforcement process, so wait a bit to see what might be suggested. Appeals of this nature inevitably have to end up at LT as the council will reject them.

Hi - need some help /advice please.
I parked in a loading-only bay in a red route for around 5 mins whilst my wife went to get some bread & milk from Tesco on Cranbrook Rd.
