@Hippocrates I am a little panicked and worried there is a chance Hackney may have fixed their website. I still haven't received the NtO - the informal representation rejection was also severely delayed, as mentioned above, and I received it after the discount period.

Could you please let me know whether, if Hackney sorts out their website and we no longer have a way to catch them at fault, there are any other grounds on which I can appeal? Or, given that risk, is it more reasonable to pay the current discount rate the website is offering?

@Hippocrates, happy to take your lead -  I am a super amateur with all of this, but I am happy to take the risk of paying the higher fee under your guidance. I absolutely dislike council muggers, so happy to keep going if there is a chance I keep my money. Please advise on the next steps.

My advice is to pay it at discount but Hippo may be able to win this for you on procedural grounds that he'll no doubt expain.

Thanks for your advice. I wanted to let you know that I have not yet received an NTO letter in the post, but I checked the PCN website yesterday and noticed they are re-offering the reduced discount. See image below.

Should I pay?

Thanks for your response. I am the keeper, and the address is up to date not sure why the letter was so late.

How would they reoffer the discount? I have tried contacting them, and they said on the phone that there is nothing I can do and that their appeals team are not contactable by phone, only by letter. So how would I explain the delay?

I can't see any way out of the contravention because, as they say, you bought a session for a car park in Brent.

But you can now wait for the notice to owner and they will almost certainly reoffer the discount if you explain the delay.

Are you the keeper and is the logbook address correct.

Council: London Borough of Hackney

Contravention: Code 12 – Parked without a valid voucher or pay and display ticket

Location: Garden Walk (Google Maps: https://maps.app.goo.gl/AobxoxfVYp3YycBy9)

Background:

Parked up and called the RingGo phone number, and was automatically geolocated but didn't check to confirm. I believed it was accurate - this was the first time I used the RingGo phone call, so I trusted that it was accurate.

I returned to find a PCN on my windscreen. I submitted an informal challenge via the portal, attaching my RingGo payment receipt and asking the council to exercise their discretion. Unsurprisingly, Hackney rejected it, stating it remains the driver's responsibility to confirm the correct zone.

I received the rejection letter and it is dated 29/06/2026, but it only just arrived in my post this week 22/07/2026—  a full three weeks late. Because of this I do not have the option to pay the discounted rate. Now Hackney wants me to pay £160, for what would have been ~£3.50.

I am a new driver, unemployed, and studying on an NHS bursary so I genuinely cannot afford £160.

I also read online that the Civil Enforcement Office is supposed to observe the car for 5 minutes, but the PCN only lists a 3-minute observation period. Do I have a case here?

What I need help with:

- Do I have any viable grounds to appeal to the independent adjudicator (London Tribunals) regarding RingGo's poor geolocation?

- The 3-week postal delay that robbed me of the reduced rate?

- The 3-minute observation period?

Any guidance on how to navigate the next stages of the appeal process would be massively appreciated!
