Ok thanks, so in short, not much chance with an appeal?

Whether a driver remains in a vehicle or not isn't the issue.

You refer to park, but the PCN refers to 'stopped' which is a different matter.

Thanks very much, appreciate your input. One important factor is that I didn't technically park, I remained in the car throughout. Would that make a difference you think? Would an appeal be worth it on those grounds?

Looking at GSV, there are signs for the Red Route at each end of Airport Way, so their service of a postal PCN is lawful.
Did you now know what Red Lines mean, as they seem pretty clear on GSV. Postal PCNs for Red Routes are money-for-old-rope, for councils as all they need are a few CCTV cameras, and bingo, the money rolls in. No need to employ expensive CEO patrols.

Frankly, I see no credible appeal argument. The irony of your situation is that if you had parked further in by the double-yellow lines they could not have sent you a postal PCN, a CEO on patrol would have had to serve it directly to you or the car.

Appreciate any thoughts, advice you have.

Many thanks.

Luton BC has been very careful to mark the red route lines to the boundary of the premises.  The photo you supplied shows your vehicle on the red lines not the DYL of the premises.

GSV shows it clearly

Councils normally re-offer the discount when rejecting reps against a PCN provided those reps are received within the discount period, but we see almost no Luton PCNs at all, so cannot give a definite answer.

wait till a Civil Parking expert looks at it before you do anything.

It's a red route so no stopping at any time.

Regularly patrolled by Luton's CEOs up until 10pm or later.  Did you not see one?  Or are they now using enforcement cameras?

Edit:  Second look I see it's a camera enforcement.  I drop and pick up regularly at Luton, hadn't noticed but not surprised, there is now camera enforcement on the approach roads. I have an account with APCOA for an easier life.

Thanks for your response. So should I just lap it up and pay? Is it worth appealing? My argument would be that I stopped on a side road, though the charge says "red route or clearway". If I do appeal and am unsuccessful will I have the opportunity to pay the reduced amount that they offer?

Many thanks.

That's a council penalty charge notice, not a private parking charge notice. I've asked a mod to move it.

Hi, I received a PCN for stopping on a "red route or clearway" near Luton Airport, see photos. I had gone to pick someone up but was a severe delay to the flight so was unsure what the airport pick up zone laws were. I waited, along with 3 other cars, in a turn off, and entrance to a business. I waited in the car the entire time, with the engine running (was heatwave weather so had AC on) so not sure what definition of stopping they use. Is it worth appealing on those grounds? Or is there a better angle to appeal or should I just lap it up? TIA
