What t he CEO is basically saying, is that your car was there at 12.23, with no parking paid, and again at 13.09 again with no parking paid, hence a PCN was served. Your parking session started at 13.10
So the issue is his first time of 12.23. Can you refute that time ? It would have been recorded into his hand-held terminal, which has a clock in it.

I also should have included - my apologies - that the council website has 7-8 pictures of the car (and the sign about payment information), the earliest of which is time stamped 13:08:50

Hi All, need your kind advice re a PCN I found on my car windshield. I parked in the grove car park in Slough, left the car to go to the payment meter, saw the sign for Ringo, downloaded the app and made the payment for 1 hour parking. (doing all this may have taken me a few minutes - may be 10-15 I wasn't exactly watching the clok ;D ; but certainly not 40 minutes). once Ringo started the session I left the car park and went shopping, returning in about 40 minutes and found a PCN on car windshield. It says the CEO observed the car from 12:23 to 13:09; my Ringo app says parking session started 13:10!!
I am new to this so sadly it has taken me this long to figure out this forum and seek help/advice. Will appreciate any advice. Thanks
