Received a PCN from Smart Parking regarding the Bluebell hotel car park 1 (LPS) middlesbrough TS5 7HL.
Notice states.
Date of contravention 30/06/2026
Date Issued 09/07/2026
Arrival Time 21:42 (30/06/2026)
Departure time 21:58 (30/07/2026)
A total of 16 minutes.
The notice was received on Saturday 17/07/2026. 17 days after the alleged contravention.
I am the registered keeper of the vehicle but was not the driver of the vehicle on that day.
I understand that the driver of the vehicle had a puncture and needed to safely exit the carriageway in order not to cause a hazard to the traffic on this busy road. 
How do I proceed ?
